Founded in 1999, Enterprise Solutions, Inc. (ESI) is a minority-owned firm dedicated to optimizing performance through the alignment of policy, people, and technology.
With over 20 years of experience across the public and private sectors, ESI serves as a prime contractor on 80% of its projects, helping our clients bridge operational challenges to advance them from where they are today to where they want to be tomorrow.

Our Leadership

Roberto Llames
President
Roberto Llames (Roberto) is the President and Founder of Enterprise Solutions, Inc. (ESI), a technology management and consulting firm, and the Managing Director of the SMART Development Institute (SDI), an IRS-approved 501(c)(3) non-profit firm (www.sdinst.org). Roberto has over 25 years of experience in the software and information technology services industries supporting public and private sector clients. Roberto has established ESI as a reputable firm by providing reliable and effective enterprise-level IT solutions, knowledge management solutions, and business process improvement and transformation solutions to a diverse group of clients. As the Managing Director of SDI, Roberto leads the Institute in providing policy-driven technology solutions for empowering communities to transform them into smart communities addressing sustainability and resiliency issues. In addition to ESI and SDI, Roberto is an active member of several local non-profit organizations supporting various community and humanitarian programs. Roberto has also supported programs that tackle social problems in the sports industry and some of his notable achievements include: (a) spearheading the design and deployment of www.ConcussionTV.com to raise awareness of problems related to concussion, which was eventually turned over to EIC TV Network; and (b) Executive Producer of a documentary entitled “Tackle the World: Tough Game Tougher Women” that documented the challenging road of Team USA Women Tackle Football Team to winning the 2013 World Championship (https://vimeo.com/127521709) as well as demonstrated the importance of gender neutrality and diversity in any sports. Roberto also serves as a Member of the Board of Directors at the U.S.-Philippines Society (USPHS) and the Asian Pacific American Institute for Congressional Studies (APAICS). Roberto holds a Bachelor of Business Administration from Averett University.

Mike Lee
Executive Vice President
Michael Lee (Mike) is the Executive Vice President of ESI and the Managing Director of SDI. Mike has over 20 years of experience in forming and leading high-performance teams in implementing high-impact technology solutions for government and commercial clients. Mike is a subject matter expert on business process re-engineering, and enterprise architecture and integration. He previously served more than eight years in the Army National Guard as a Communications Specialist. Mike is also a Deacon and Treasurer of the Metropolitan Baptist Church where he supports and advocates for various church-sponsored community programs to help the poor and needy. As a Managing Director of SDI, Mike engages in formulating the Institute’s digital transformation policies, strategies, and solutions for smart community enablement as well as formation of high-performance teams to support SDI Programs and Operations. Mike received his Bachelor of Science in Business Management from George Mason University.

Gregory Scott
Director of Business Development
Gregory (Greg) Scott serves as Director of Business Development for ESI, bringing extensive executive leadership experience in government technology, digital transformation, and enterprise modernization. With a distinguished career spanning public sector information technology leadership, Greg helps organizations identify and implement innovative technology solutions that improve operational performance, enhance service delivery, and support strategic business objectives.
Prior to joining ESI, Greg served as Chief Technology Officer (CTO) and Director of the Fairfax County, Virginia Department of Information Technology (DIT), where he led a team of more than 300 technology professionals supporting one of the nation’s largest and most complex local governments. In this role, he was responsible for enterprise technology strategy, digital transformation, cybersecurity, enterprise architecture, data governance, and technology modernization initiatives across the organization. Under Greg’s leadership, Fairfax County advanced numerous enterprise initiatives focused on data-driven decision-making, intelligent automation, digital service delivery, and technology modernization. These efforts established the digital infrastructure, governance frameworks, and automation capabilities that support emerging AI-enabled government services and innovative public-sector solutions. Greg also directed the development of countywide technology standards, governance programs, and innovation initiatives designed to leverage advanced technologies while maintaining secure, scalable, and efficient government operations. His work helped strengthen organizational resilience, improve citizen engagement, and enhance the delivery of critical services to residents and stakeholders. At ESI, Greg leverages his unique combination of executive-level government technology leadership, deep understanding of county government operations, and extensive experience collaborating with county executives, elected officials, and agency leaders. His expertise enables him to help public-sector organizations successfully navigate complex technology initiatives while ensuring alignment with organizational priorities, governance requirements, and long-term strategic objectives.
